Roles and Rights

DESCRIPTION

This section of the CMBHS Help will provide you with information about Roles and Rights. The roles assigned to a business entity and to a user are critical to ensure access to the functions in CMBHS that the user needs to do his/her job everyday.

Roles

• Roles are the designations given to each CMBHS User that best represent their job duties and qualifications/credentials.
• Roles are assigned to new users when their account is set up by their local CMBHS Administrator for the first time.

Page Rights

• Page Rights indicate the functions and/or pages the user will have access to in CMBHS based on their assigned roles.
• For each role and for every page in CMBHS, rights to either view only or view and write (enter data into the page) is granted or total access is denied.
• When total access is denied, the user can not see the page at all.

 

Roles and Page Rights for each Business Entity Type

During the initial set up process, DSHS assigns roles to business entities/providers that they will nee to deliver the services that the provider contracts with DSHS to provide. The business entities/providers can only assign roles to their staff that have been assigned to them.

Example One

DSHS has a contract with the Healthy Places substance abuse provider to deliver intensive residential services. Healthy Places is not an OSAR. DSHS will not assign OSAR roles to this provider. If DSHS does not assign OSAR roles to Healthy Places, then Healthy Places can not assign OSAR roles to any of its staff.

ExampleTwo

DSHS has a contract with the Synergy BHO to review requests for service authorization from the Texas Mountains Mental Health Providers. When setting up the Synergy BHO, DSHS will not provide Synergy roles related to the provision of direct client services, such as Clinician or Medication Specialist. Synergy will only be assigned roles from the BHO and LMHA list. 

Core Roles and Add-on Roles

In CMBHS, roles are categorized as either Core or Add-on roles.

Core Roles

• Core roles can stand alone; a user assigned the correct core role will have all the access to CMBHS functionality needed to do their job.

Add-on Roles

• Add-on roles contain limited functionality that is not sufficient alone to give the user access to all the CMBHS functions needed to their job.
• The add-on role is designed to supplement a core role to expand the user’s access to more CMBHS functions.

Example One

An RN at an Opioid Substitution Program has a wide range of job responsibilities to include administering and dispensing medications, provision of group and individual counseling, completion of screenings and assessments, as well as participating as a treatment team member. She writes and reviews treatment plans with clients. If she is assigned only the Medication Specialist role, this nurse will not have sufficient access to the clinical functions she needs in CMBHS. Therefore, the local CMBHS administrator assigns her the core role of Clinician and the add-on role of Medication Specialist.

Roles Available by CMBHS Business Entity/Provider Type

• In CMBHS, the Roles and Page Rights available to users are determined by the Business Entity Type.
• The following is a list of the six (6) Business Entity Types defined in CMBHS.

Direct Service Providers

• Those business entities and staff that deliver mental health and substance abuse services directly to clients.
